What is the best way to obtain the $10 credit (software bought from Costco) because it wasn't applied when I purchased the CA state e-file fee ($25)?

I used the software as directed via my Desktop. I have had no issues the last 3 years getting the fee credited when filing with TurboTax. My receipt shows the full $25 charge and the software did too. I dont believe the $10 was removed (final cost should have been $15).
