What is the 2016 critical update? It will not let me open TTax unless I agree to install the update. I don't want to do that as I've already submitted my returns and want to preserve TTax the way it was when I completed my returns in case of a future pr

Yes, you should accept this update of the TurboTax software. This will have NO effect on your individual tax return or change any entries that you've made.

What did the update do?  This is the first time I've never been given the option to click "Do This Later" and bypass the update to go into TurboTax.  I've been using TurboTax since 1989; back when it was DOS.  All I want to do is enter TurboTax to print off my state return.  I've always rejected updates in the past after I submit my return.

Apparently it was important for internet security, in other words mandatory for TurboTax to continue to prepare and e-file tax returns. In this case, the update was for your safety and benefit. Again, there were no changes to your filed return.

Does this mean that my data may have already been compromised before the update?  If so, how could it affect me?

No data was compromised. This update prevented any potential issues before they happened.
