What is Form 540.. How do you verify if this is applicable for one's tax filing

My program says it's up to date as of 7/14/20 yet I'm waiting for 540A and can't file until I get it. When I go online it keeps sending me to IRS Free version 2019 and I can't file. I'm never using Intuit ever again.
