What is a Sch INC form? When attempting to finish my State Taxes, I was informed that some tax forms weren't available yet and the Sch INC form can't be e-filed at all.

It would be a state form that summarizes your W-2s and 1099s, if any.  It is a print only form, and would be kept for your own reference, not e-filed  That form would not keep you from e-filing, it's just not finalized yet for printing.  Most VA forms, including the main form, are not yet finalized and will keep you from e-filing.
