What happens if I accidentally resubmitted my federal taxes after it had been accepted by the IRS will that delay my refund

The second attempt will get rejected.  No, it won't delay the processing of your tax return.  

It is impossible to e-file twice.  If you already e-filed a return that the IRS accepted then any other attempts to e-file with your SSN will be rejected.
