What does it mean that the IRS has not finalized my forms and I cannot file yet? very frustrating

The only IRS form that has not yet been finalized in TurboTax is the IRS Form 8915-F Qualified Disaster Retirement Plan Distributions and Retirements.  Estimated availability date is 03/03/2023

Click on Review on the left side of the online program screen for a list of forms in your tax return that are not yet available.

just what it says. there's a form in your return that the IRS hasn't finalized so Turbotax can not finalize it to allow e-filing
