What does "federal service to date", mean??

It means are you currently in the armed services or working for the government.

I am a retired teacher with an Oregon PERS pension. I am not able to e-file because turbo tax wants to know federal service to date. I cannot answer that question

After you enter your 1099-R in the federal return, you must Continue on until you're all the way through the 1099-R interview.  One of the screens asks you to check the source of the pension.  You need to choose KPERS there.  It sounds like you may have left the default to federal pension. Return and go all the way through the interview, after correcting your choice on that screen.

 

In the federal program,Type 1099-R in the Find window on the upper right , hit enter, click on the Jump To.  Go to the summary of 1099s and choose this one to edit.

I take it that you are an Oregon resident.

 

Oregon taxes federal government pension income for time that you served in the federal government after October 1, 1991. Hence, TurboTax has to ask you about your federal service before and after that date.

 

If you are not an Oregon resident and don't know what on earth I am talking about, then please come back and tell me where you see this federal service to date message so we can find it.

Same here. How do I find FEDERAL SERVICE DATE. I am not in the military

Are you reporting an Oregon state tax return?  Are you reporting a Federal pension?  Please advise.

 

Publication OR-17 page 75 states:

 

You may be able to subtract some or all of your taxable federal pension included in federal income. This includes benefits paid to the retiree or the beneficiary. It doesn’t include disability payments if you haven’t attained the minimum retirement age. The subtraction amount is based on the number of months of federal service or points earned for retirement before and after October 1, 1991.

What do I enter?
It will let me enter a date, but I don't know what date it wants.

I joined military in june of 1972 and retired in October of 2006

I see this question on the non resident Oregon form. I worked in Oregon part time. I live in Washington, I don't believe they can tax anything that I did not earn in Oregon during 2022?

The federal service date would be the date you started employment with the federal government.  Federal law prevents states from taxing pension benefits for non-residents earned after 1995, so TurboTax need to know when you starting working for the federal government.

The federal service date would be the date you started employment with the federal government. This applies to military and civilian jobs.

Same problem. It wants us to enter a date and I have never worked for the US Government or been in the military. I had lived in Oregon for 18 years but now I am filing a part-time resident return. This is an error on the Oregon Tax Forms that they need to fix.

Try this.  To get back into the Oregon interview portion of TurboTax Online:

  1. If you don’t see 2022 TAXES in the left pane, select the dropdown to the right of State Taxes on the Hi, let’s keep working on your taxes! page and then select Let’s get startedPick up where you left off, or Review/Edit 
    • Otherwise, in the left pane, select the dropdown to the right of State Taxes, then select Your State Returns
  2. Select  Edit to the right of Oregon
  3. Select Edit to the right of Income
  4. Scroll down to Retirement on the Here's the income that Oregon handles differently page, and select Revisit to the right of IRA and Pension Distribution Adjustments
  5. On the IRA and Pension Distributions screen, note whether any of the first four boxes need to be checked, but don't check them.  Select the box to the left of None of the above, then Continue
  6. Proceed through the state interview
  7. When done, if any of the first four boxes needed to be checked on the IRA and Pension Distributions screen, re-start the Oregon interview as noted above, and select the appropriate boxes on the screen, when you return to it.  Select Continue
  8. Proceed through the state interview again
