What am I supposed to do on Line 11 of 1040EZ if I do not have health insurance?

The instructions are not very clear as to what I'm supposed to do in this situation. I am not covered and I am not filed as exempt either and do not even know how to file for the penalty if I have to.

If you are a dependent, you can indicate 'covered all year'.

If not, in the Health Insurance section, indicate you 'were not covered' by health insurance.

TurboTax will show you a page of exemptions that you could choose in order to not be penalized (screenshot).
