We have to enter the 1099-MISC amount in the Business section; there is also a section in the Personal section for 1099-MISC info ... does it have to be entered twice?

(or is the Personal section for any additional 1099-MISC forms not already included?)

No, you do not need to enter it in to the personal section as well. If you do, it will count the income twice. If you are expecting anymore 1099 forms in the mail, you should wait to you get them all and add them together and report the total on the business section
