Yes, both you and you spouse can maximize the contributions to a HEALTH Flexible Spending Account by contributing up to $2600 each (2017 amount).
However, be aware that a FSA is a 'use it or lose it' account, and if you don't use all of the funds by the deadline (the rules vary by plan, and it may allow a $500 carryover), you lose the contributions.
As a side note, for a Dependent Care Flexible Spending Account, the TOTAL is limited to the maximum of $5000. Both spouses can NOT contribute $5000 each.
