We both used itemized deduction separately last year. Should I combine 2 1099g and use my 2019 tax filing info alone to determine if 1099g are for joint return?

We HAD to use itemized deduction for last year. This year we received two 1099G for state refunds. Turbotax won't allow me to input two 1099G for a single state together. Later when Turbotax was helping to determine whether they are taxable, I am not sure if I should just use my 2019 tax return ALONE or am I suppose to add both of our 2019 tax returns TOGETHER for all the blanks.

if you are filing jointly, enter both 1099-G one at a time and it will ask you which spouse it is for and how did that spouse file in 2019.

Thanks for replying! However Turbotax won't allow me to put in two 1099G. Here's the error message:

"If both spouses received a refund from this state/locality, just add up the total amount and make one entry. To change your original entry to combine both spouse amounts, just Return to the Summary."
