Was a substitute teacher at two different locations but no one withheld any federal income taxes (income $130.95, $561). Did I not make enough to withhold tax?

What are my options for these two W-2's?  Will it ding me in my tax return?

It's how much you make each pay period in conjunction with your W4 that determines if and how much is withheld.  Most likely, if your pay was spread out over time, you didn't hit the threshold for any federal income tax withholding.

It will all be worked out when you file your income tax return, that's why we go through this annual exercise:  report all income and deductions and withholding and do a final accounting for the year.
