US Citizen to Non US Citizen gift taxes

I am a US citizen, do I need to pay taxes on monetary gift to a non US citizens outside the US and how much the limit if any ?

If you gift over $14,000 to a single individual during the year you are required to file a Form 709 Gift Tax return.  However, no gift taxes will be assessed if your total lifetime gifts given to all individuals are less than $5.43 million.
