Uninstall State Package in TT-Wrong State was chosen for first free state

I changed to a new computer and reinstalled TT from a CD on the new computer. When it asked me to install a state I chose Missouri and the installation completed.  However I also file state tax in California. When I went to my downloads I can only download Missouri so it seems I should have 

installed California FIRST as my free download. I uninstalled TT and then reinstalled and found Missouri is STILL registered as the free state tax package and if I try to request California its going to charge me again for the 2nd state package. 

 

So how do I get TT to "forget" Missouri and let me choose California

When I open the  one return and them select on the black refund box near the top of the TT form I activate the Missouri state mode. It then show )4 for refund. Then I select File > Remove State Return and select Missouri. I navigate through the prompts and remove it; however it is still available -- even if I close TT and reenter it.
