Unfortunately, changes related to qualified disaster distributions and repayments weren't ready in time for us to include them in this release. Please revisit this area later.

I was involved with the below, i took out a 401k withdrawal to get by, but when i go to do that section im meet with "Unfortunately, changes related to qualified disaster distributions and repayments weren't ready in time for us to include them in this release. Please
revisit this area later."

is there a ETA on when i can file?

You can find the date that the form you require (8915-F) is expected to be released using the tool mentioned in THIS article.

Once you open the look-up tool, select 1040-Individual in the first dropdown box followed by US-Federal.  Then scroll down to find the expected release date of the form.  As the forms are not released at any specific time of day, we often suggest checking back on the day after that date to see if your return is ready to transmit.
