Under the Wages and Income sectio, the question "total of all your payments and witholding" what are they asking for and where do I find it.

According to KrisD15 in her awesome Turbo Tax post,  "Total of your Payments & Withholding is the amount of state tax that was withheld from your income in 2024".  

To determine this amount, you would look at Box 17 of each of your W2's and then add these together to determine the amount.
