Unable to rent home because of loss of use on an insurance claim
If I was unable to rent a portion of my house because of an insurance claim, is there a way to get tax benefits from this?

No. The house is only a rental when it is available to be rented. If it isn't available to be rented because of repairs or renovation then it isn't a rental house at that time. And there are no tax breaks for money that you didn't earn. But you may have a claim against your insurance.
