Unable to pay using my federal when my total fees is less than my federal amount why?

How can I change this? I do not have money on hand to pay this

There is an additional fee ($34.99) charged for the Refund Processing Service. If you refund is less than TurboTax fees plus the Refund Processing Service fee, then you may not be able to use the service.
