You can no longer file a 2021 extension but you can still e-file a 2021 tax return up through October 17, 2022.
What do you mean TurboTax will not allow you to file? What is the message you receive?
I get to the "final steps" invite a friend, hit the continue button, and the next screen thanks me for using turbo tax and my only options are to hit the back button or the exit turbo tax button

In the File section of the program, if you select E-file, did you land on the screen to e-file your return that has a button labeled
Transmit my returns now?
Final Steps is after either e-filing or printing for mailing.
I get to the final step in efiling, that is efile my fed and state returns now, but the "continue button" does nothing

Are you using the TurboTax for Windows or the TurboTax for Mac?
