Turbotax will not allow me to pay my bill to them after putting all my information into it.

Could be a browser issue ... clear your cookies and/or change browsers.

Or your address in the MY INFO section is not the same as the billing address of the credit card.

 

Or the billing address is a foreign address ... it must be a US address.
