Turbotax told me that tax forms aren't ready and"tuition and fees deductions"will be available to file in 2/5/2020 and a week ago it was available in 1/29/2020 I am stuck

If you have dependents that do not have ITIN's, you will need to file W-7 with your tax return. You can use TurboTax to calculate your return, but you will need to send in documents or have the documents certified by the proper authority.
