TurboTax isn't asking if I got a 1099-B this year

Last year I only got the consolidate form from my broker, and I was asked by TT if I got a 1099-B.  When I said "No," it allowed me to enter sales individually.

This year it's not even asking.  It's just prompting me to fill out fields based on the 1099-B boxes.  I do not expect to get that form, though, and I want to enter individually.

How do I indicate I didn't get a 1099-B to skip that page?

The 1099-B section of the consolidated statement from the broker is the same as an actual 1099-B. You enter it in TurboTax as if you did get a 1099-B.
