Turbotax insists that I enter a PA State ID. I don't know what that is and continue will not continue unless I enter something. I have no idea what to enter.

Also I paid $25 to e-file PA and now I can't so how do I get a refund?

You will have to contact TurboTax support for assistance with this problem. Use the key words Billing Issue
