TurboTax confirmed that my 2017 IectRS and FTB returns were accepted. A year later now, I get a $34,000 bill from FTB for non-filing, penalties and interest. Can TT fix

34,000?  That's a pretty high amount.  Would you even owe that much?  Be careful of scams.  Better call California

that kind of bill would require over $350,000 in taxable income and no payments or withholding.    normally california would send out a request for tax return as the first notice.    it could be that they have the return but for some reason can match up any payments you made or withholding you had or have a document showing income that you didn't report (it's possible that someone else used your SSN).
