These sections are are available. ‌If you are using a desktop version, you should update your software.

From Manually Update TurboTax for Windows Software, here's how:

  1. "Close TurboTax and all other programs except this browser window.
  2. Select this link to download the 319 MB update.
  3. Save the update file to your Windows desktop.
  4. Double-click the update file w_perrelsuperpatch... on your desktop to install the manual update."

The listed solution did not work.  When the updater runs, I get an error message that's quite long and jumbled, but starts with something about run time.  Do I need a new disk to start over?

So what happens when you try to make an entry in the 1099-INT or 1099-DIV sections?  Are you trying to import these 1099's?

If you can download a PDF of these transactions, you can make a one-line entry for the totals in each of these sections.

If you have a 1099-R for an IRA Distribution, go to Wages & Income > Retirement Plans & Social Security > IRA, 401K, Pension Plan Withdrawals.  Pay close attention to the follow-up questions after entering your 1099-R.

These are all quick and easy entries to make manually.

If you have 1099-B's, you can enter a Sales Summary.  How to Enter a Summary in Lieu of Individual Transactions.  The IRS already has copies of all your 1099's.
