Turbo tax is saying I don't qualify for EIC because of my age. The description says that you must be under the age of 65. Isn't 64 under the age of 65?

I do have a qualifying dependent.

Earned Income Credit—-the rules are back to the “old” rules—

Those under 25 and over 65 without children are not eligible as they were uniquely in 2021.   And you cannot use your income from any earlier tax year to get the EIC for a 2022 return.  There is no “lookback” for 2023.  EIC for 2023 will be based on the income you earned by working in 2023.

Yes, age 64 could qualify you for the credit for 2023 even without a qualifying child, if you meet the other eligibility factors. See this TurboTax help article for more information.

You stated that you had a qualifying "dependent". For purposes of the Earned Income Credit, the only dependents who qualify are your child who is either under age 18, under 24 and a qualifying student, or totally disabled. See this TurboTax help article for more information.

You might also check to be sure that your date of birth is entered correctly in TurboTax.
