You can go directly to the IRS site to pay your federal tax due without involving TurboTax.
But what option at payment screen do I choose to e-file. Do I choose check, since choosing credit card will direct me only to Turbo tax's payment service which is a higher cost.

You can pay by direct debit from your bank account.
Yes, Yes, but I want to pay by credit card and unless I use Turbo Tax Credit card processor, it will not e-file my return. So i cannot see how to efile the return and use the govt direct payment site to use credit card option. It is turbo tax using a higher priced outside credit processor that is the issue if I want to efile.

In this situation just select you will be mailing a check and then complete the filing of your tax return. Just do not mail a check if you are paying by credit card on the IRS website.
