TT Business 2024 error flagged North Carolina Form D-403, p2: Part 2, Line B9

TT business 2024 error check reported:

"Form D-403, p2: Part 2, line B9, ratio should not be entered directly on this line. To apportion income, complete the applicable lines 1-7, columns 1 and 2 and make sure the multistate apportionment box on the Information Worksheet, Part II is checked "yes" "

 

There are no out of state partners.  Therefore, no apportionment is needed and apportionment box should not be checked.

I entered all data using the interview mode. Same as last year.

Only changes from last year was income and expenses. 

 

How do I fix this error?

Part 2 - Apportionment Percentage QuickZoom to information Worksheet, Apportioning checkbox (activates Part 2B is NOT checked.

Partnerships Not apportioning Income Outside North Carolina  100.0000%  ( this field is not changeable and was empty for 2023 taxes)

B1-B9 (Columns 1 and 2) are empty

 

TT is up to date.

I am having the same problem. It would be great if they could fix this ASAP as partnership returns are due in a couple of weeks.

I would like to take a deeper look at this. However, I need a diagnostic file which is a copy of your tax return that has all of your personal information removed. You can send one to us by following the directions below:

 

TurboTax Online:

  1. Sign into your online account.
  2. Locate the Tax Tools on the left-hand side of the screen.
  3. A drop-down will appear. Select Tools
  4. On the pop-up screen, click on “Share my file with agent.”
  5. This will generate a message that a diagnostic file gets sanitized and transmitted to us.
  6. Please provide the Token Number that was generated in the response.

TurboTax Desktop/Download Versions:

  1. Open your return.
  2. Click the Online tab in the black bar across the top of TurboTax and select “Send Tax File to Agent” *
  3. This will generate a message that a diagnostic copy will be created.  Click on OK and the tax file will be sanitized and transmitted to us.
  4. Please provide the Token Number (including the dash) that was generated in the response.

*(If using a MAC, go to the menu at the top of the screen, select Help, then, “Send Tax File to Agent”)

In reading the North Carolina tax code it says apportionment is for partnerships that do business inside and outside the state. It does not say anything about a partner outside the state. All business is done within the state. Am I reading this incorrectly? I don't think this partnership needs to complete apportionment. Does anyone else have any ideas?  I am just trying to complete the taxes for the partnership.

That is correct.  It is for apportionment of revenue based on sales & income in the state divided by sales & income everywhere.  The location of the partners is not a factor.

This is a blocking issue for me as well. LLC Partnership in NC. Two Partners both in NC. All revenue from within NC. Form D-403, p2: Part 2, Line B9 throws error on "auto calculated value of 0.0000%" and cannot be blanked out. On Information Worksheet "Part II - Information Needed to Complete North Carolina Return" I have answered "No", when asked if "partnership is a multistate partnership apportioning income on Form D-403, Part 2". There does not seem to be a way past this issue... and the error message does not provide correct and clear guidance. These are the final hours before the return is due, TurboTax, could you please update us on a status for this issue that many of us customers are having... I am trying to determine if I should wait for you all or take this issue into my own hands. Thank you.

How it is blocking?   It will persist in the review tab, but you can simply click on the "File" tab at the top and ignore it.  You don't actually need to resolve it in order to complete the return and file; you'll just have that lingering issue if you navigate back to the review tab.

Thank you for your feedback XanderSherry. My primary concern about submitting the 1065 with a value of 0.0000% in the field (instead of a blank), is that the unexpected value might raise attention of the IRS and increase the chance of an unnecessary audit. I am going to infer from your guidance ("to just go ahead and submit the form with the TurboTax error in place") that you don't expect the populated field to cause any downstream issues (for me or the IRS).

... so the blocker was not "the ability to file"

... the blocker was "my ability to file a 1065 without a value of 0.0000% in field Form D-403, p2: Part 2, Line B9"

I appreciate your quick response to my post, and I will move forward with your professional guidance that this issue presents no risk to the filing that I am making with the IRS on behalf of my partnership. Cheers.

Ah!  Fair enough.  I will say that I hadn't paid attention to what happened in the past when this was not flagged as a review item, and it appears that by default TurboTax has set the value of Part 2 B9 to 0.0000% every year. For whatever it's worth, it hasn't been an issue for me.  

And for clarity this isn't professional advice; I'm just another user who has to file an NC Form D-403.  Which, incidentally, should be filed with the NC Department of Revenue, not the IRS.

XanderSherry - great point. I just looked at my tax year 2023 1065 from TurboTax for Business - State of North Carolina. I can see what you point out... that TT submitted 0.0000% for the value of D-403, p2: Part 2, Line B9 in the preceding year (and the return went through just fine without follow-up from the government). These facts make a strong case to just ignore the review error (verify the other form details carefully that relate to D-403, p2: Part 2, Line B9) and then just go ahead and submit the return. Thank you again for "talking this out" over the community discussion boards. I feel good about moving forward now that I fully understand the context of the issues in play. Happy filing to all.
