1099-MISC forms are created through a program called Quick Employer Forms. To access Quick Employer Forms from TurboTax, please follow these steps:

From TurboTax Self-Employed (Online), go the Welcome Back screen for the tax return you are working on. There will be a link toward the bottom that says "Create W-2s and 1099s". Click on this link, select Form 1099-MISC, and begin entering information about your business and the persons you have paid.

From TurboTax Home & Business (Download/CD), there is a link "Create 1099s for contractors and W-2s for employees" in the lower left of the Welcome Back page. Click on this link, select Form 1099-MISC, and begin entering information about your business and the persons you have paid.
