Trying to file my taxes

I'm trying to file my taxes today, I owe the Federal Government $1584 and it added a $1.00 penalty for a total of $1585 and I owe the state of Minnesota $2209.  I get a error to mark the box on 2210 and it printed vouchers for me to pay estimated next year.  Why, I don't expect to owe the Federal Government over a $1000.  What do I need to do, go somewhere else to have someone file for me, this app does not help me out.

Form 2210 is not available yet to file.   It won't be ready until 02/24/22.  Forms Availability     If you mark the box ''Have the IRS bill me later'', you won't have to wait on the form.

You're not required to make estimated tax payments; we're just suggesting it based on the info in your return. If you feel they're not needed for next year's taxes, you can shred them.

If you want to pay your tax bill before you file, you can do that at the IRS website and the MN Department of Revenue website.
