Trying to delete my state return. Clicked the the garbage can and it took me to Let's Confirm You Want to Start Over. The Instructions says Click Yes. Does not offer yes

Sounds like you are indicating you want to 'Clear and Start Over' your entire return. 

 

To delete just your State Return in TurboTax Online, in the left-side menu, click on State Taxes.

 

When your States are shown, click on the Garbage Can icon, as you said.

 

You should get a message 'If you delete your xxxx return, all of your data will be lost.  Do you want to delete this return?'

 

Your choices will be Delete or Cancel.
