I bought, downloaded, and installed TurboTax 2023 for a Windows Desktop in mid-November of 2023.
Today, I tried to download the VA State portion. However, when I hit the button for TurboTax to download and install VA State, it says that it is already installed. And, it won't let me go ahead and start the work on my VA State Taxes.
Is this a known problem with TurboTax 2023?
Many of the IRS/state forms have not been finalized for tax year 2023. Once the IRS/state finalizes their forms and approves the TurboTax 2023 forms these sections will become available and the program is updated.

Intuit says that the VA State portion is available
When I click "Virginia" under the "Your State Returns" page, it gives me an option to "Select your state returns". On this page, it shows Virginia as already downloaded. When I click the VIrginia box and his "Download Now", I get the box for "Let's Download and Install Your States", it says "Your software is up to date".
It then goes back to the "Your State Returns" page. When I hit the button to select Virginia again, it cycles me through the download routine again, but it never downloads. For some reason, it acts like the Virginia portion hasn't been downloaded and it won't download it.
The Virginia section was released today. So, maybe they are still working out the bugs?
There are ALWAYS bugs early and even if you could download the program it will not be fully functional until sometime in January so patience is always needed.
I'm having the same problem. The software just keeps do-looping trying to download Virginia. Says it's installed but doesn't appear to actually download it.
Same wonderful problem here for Nebraska state. Is there a registry entry in regedit that can be set/switched to make it look like the state has NOT been installed?
Also, FYI, uninstalled TT2023 and reinstalled. Did not help.

Same here but worse ! TT just charged me $40 instead of the FREE Virginia download. Not only can I not download VA state (probably until Jan 4) but they charged me in error. It's on my credit card alread, within minutes. Finding a human to fix/reverse this will be HELL.

Same problem. I didn't think I was rushing things, because I have been using TT for 20+ years and never had to wait until mid January to start my State taxes. AND, TT clearly said that the Virginia download would be available on 12/14. Frustrating.....
Amen. Been using TT for more than 30 years. Problems a couple years ago with a specific VA form, but never had such a delay on downloading VA until this year. I use in November/December to fine tune withholding. I prefer to be slightly overwithheld so I don't have to bother with Quarterly filings.
Just here to say "Ditto" on the VA state download issues.
I contacted their customer support and they told me 4 Jan also. I have never had be so late. Looking at the forms from online from VA Tax department theirs been zero changes that I can see.
Got email saying VA state would be available 12/14.
Would not download & install, so tried all their recommendations, still no luck.
Spent several hours on this, why to they say 12/14, then won't work.
Why don't they just say it is not available yet when you try to download.
Really, Really pooooor customer service.
Yes, there is a problem with the TTX software "Telling you that the state is available" in the first place.
The software fix is to have TTX engineers correct their software to tell you that your state is not available to you at this time.
The vast majority of state software sets will not be available until well into January of 2024.....
Check here to see when yours is "expected" to be available (no promises):

If your state downloads earlier...it will likely be last year's forms and be full of bugs...
I have the exact same problem when trying to install Minnesota State for TurboTax Premier 2023 for Desktop on 12/21/2023. It shows the state as downloaded, but will not apply it to my current tax file. At the top of the screen, I still see "See Amount" line in the state tax section. Clicking on that takes me through the same repetitive process with a window of "Here are the states you've downloaded. Check the box next to each state to add it to your return...". Checking the box beside Minnesota and "Download Now" leads to another prompt "Let's Download and Install Your States" which results in a "Your software is up to date" message and then still the "See Amount" line under the state section.
Read the rest of the thread ... many states are not installing yet even if the program prompts you to do so ... all you can do is wait for them to be ready. Most state forms will not be functional until sometime in mid to late January or early February so you have time to wait for the program to be updated.
Well I use the early release to get an early look at the amount I owe. There is zero justification for not having the state forms ready before February. They have all year to get ready and there are very little if any changes year to year. I been using TT for at least 25 years and they have never been this late. Total BS
Thanks, but it's clear from the behavior of the software that this is a distinct difference from how it behaves when the state isn't ready yet. In the case where a state is not ready, TT gives a clear message that the state is not ready yet and will be available by a certain date. That's the message I was getting several days ago. That date has come and gone for Minnesota, and on that date (12/21), the software did download the Minnesota return information but then did not use that information to update the return. Now, it gives more of the appearance of a software bug that I hope is quickly corrected.
The early program is ALWAYS buggy and will remain so thru many major/minor weekly/daily updates thru February.
If you are trying to do some 2023 tax planning then use the fully operational 2022 downloaded version instead.
This is my mini version of a tutorial that should be in the downloaded program:
Forms Mode lets you view and make changes to your tax forms "behind the scenes."
If you're adventurous, you can even prepare your return in Forms Mode, but we don't recommend it. You may miss obscure credits and deductions you qualify for, and you may forget to report things that will come back and haunt you later.
Forms Mode is exclusively available in the TurboTax CD/Download software. It is not available in TurboTax Online.
If you want to play around with different figures and tax scenarios without affecting your original return you can ….
Once you have filed successfully … you can shut off the auto updater function and then save the return & .taxfile.
For Windows, up in the top menu, you can set the "Updater Preferences" to "Always Ask" or more commonly set to "I don't have an internet connection" (even if you do), and then you are not forced to update....and can manually force an update when you choose to do so. And then you can open the file(s) at any time with no forced upgrade.
But that's the Windows software.....not a MAC. For a MAC you cannot turn off the auto updater HOWEVER you can simply disconnect from the internet before opening the tax return.
It's always a good idea to make a backup copy of your tax data file, in case your original gets lost or corrupted. Here's how:

In the forms mode ... double click or right click on a box on a form to data source it ... sadly it doesn't work on all boxes.
When you look at an onscreen tax form using Forms Mode, you might wonder why one figure is blue and the one next to it is red or black.
These colors indicate the source of that data.
Color | Meaning |
Blue | You entered this data, either in the interview or Forms Mode. |
Black | The program entered this data or calculated this amount. |
Red | This data has either been overridden or is invalid (for example, a ZIP code that doesn't exist). |
Red italics | You marked this amount as estimated. |
Black italics | The program calculated this amount from an amount you marked as estimated. |
Purple | This information has supporting details. |
Aquamarine | This data was transferred over from last year. |
Green | This data was imported from Quicken or QuickBooks. |
Yellow fields (Windows) | Yellow fields allow user input. Anything you enter here shows up in blue. |
PRIOR YEAR USE OF A SUPPORTING DETAILS WORKSHEET :
If you find you have a $0 in an entry field that cannot be changed … this issue is almost always one in which you used a "Supporting Details" (SD) sheet in that field in the prior year. What happens is that when you transfer in the prior year's data, the SD sheet is transferred too, but empty...and that causes the $0 to show up in many areas of the Step-by-Step mode interview....wherever the SD sheet was used before.
But when switching to Forms Mode, when you try to enter a $$ amount in a field where the SD sheet is attached, the SD sheet will pop up immediately, and you can either enter the $$ amount on that sheet, or delete the SD sheet entirely and avoid future issues (unless you really want the SD sheet)

If you click on the forms button and look on left side you should see the Fed forms followed by state forms. If the state forms are there then you are right it’s a bug. If no forms nothing downloaded. The fact that once the date came and it appeared you could download is only because the software had it backed in to allow the download on a given date. But there was nothing ready to download.
