The screen won't scroll down to allow me to sign the consent to proceed with this payment option. what do I do?

Try a different browser.

If this is running through CD/download, not online, the browser will not be relevant.

No, this is the payment option for e-filing, not the download. Smaller screens have been around long enough for this problem to be solved before launching the product.

Also, this glitch exists within the download itself, not the browser.

Try, with TurboTax running,  Top menu bar -> View -> Hide Tool bar,  and then again uncheck "Show Toll Bar" at the top.  They should both move the window up.

You can also use System preferences -> General -> Automatically Hide and Show top menu bar that will also move the windows up.

You can also use System Preference -> Dock and move the dock to the left or right side of the screen which will provide additional room at the bottom.

Some have said that clicking the "green  dot" at top left of the window expands the entire window to fill the screen and the box is accessible.

I have exactly the same problem with my 13-inch laptop. Windows that pop up are too large to fit the monitor. No solutions found after spending more than 1 hour on the phone with support people. Eventually I resolved it by connecting an external monitor to the laptop to get a bigger screen estate. Real solution is for the TurboTax programmer to add a scroll bar to those pop-up windows.

I've seen this is a problem for PC and Mac, small screens and those of us who need a larger scale on our monitors for vision issues.  Can't even tell what browser it is going to when that screen comes up, so there are no browser settings visible on my PC that can make the vertical display short enough.  (It is not running from a browser anyway.) The corner arrows to make the window smaller simply jump back to some preset size.  I had to close out of everything and reset Windows 10 display settings to 100%, then restart to get those settings activated and could then see the entire screen.  Then, reset everything back to the 116% that works for me.  Not good, Intuit.  This affects a great number of your users for many reasons and needs to be addressed.  Just move the darn button closer to the text of the page.  This is not hard.  Good grief.

Just ran into this issue on my laptop. 

Theres 3 small vertical buttons in the top right corner of my browser window (Google chrome). I tapped those and went to the zoom option. Zoom out until you can see the bottom of the page and press submit.

I have had this problem on my iMac.  The only way I've found to fix it is to start activity monitor and kill turbotax.  Be careful to always save the tax file frequently so you won't lose too  much work.  Also, remember what situations you encounter this problem so you won't try that feature again.  Lots of luck...
