You should leave it blank. Enter the Form W-2G exactly as it appears. The IRS compares what you report to what they receive so you should enter it without any locality information.
If there is a locality code and no amounts, then leave that part blank and do not select a locality in TurboTax.
The problem is in the review section, Turbo Tax says I need to enter locality.
I am having the exact same issue. I have the W-2G and have copied it but it saying I need enter a locality even though it is blank. Locality is blank for my other W-2Gs so not sure what is going on.
Same issue here. It won't let me file without inputting something the locality and state id box, even though both were left blank on my W-2G.
Last year I entered NONE and it took otherwise you would be forever stuck.
Please disregard previous answer, I was referring to the regular W-2.
Software does not allow leaving the box unanswered. I tried to submit my returns but it keeps kicking me back.

It's not an important piece of information for the IRS. You should see a selection for locality (Learn More link) and if yours is not listed or if the payment is for two or more localities you will use the code XXX instead.
Boxes 16, 17 & 18 are not important ... if one is blank leave them ALL blank ...
To clarify,
Can you tell us who (which casino) issued the W-2G?
I have similar issue, but the casino entered amounts for #14 and #16 (same as #1 - reportable winnings), put "0" for #13, #15, and #17 and left #18 (Locality) completely blank. I don't need any additional red flags, so should I just put my state and county in #13 and #18? I wouldn't think it makes any difference since I'm in Florida, and we don't pay/file any state or local income taxes/returns. Any suggestions/guidance would be greatly appreciated.
If your W2-G is blank, you can leave line 13 blank. For Line 18, click learn more and choose the locality listed for the casino the W2-G is for. If the locality is not listed, you can put XXX in box 18.
@BrittanyS - Thank you for the help. As you can see in #13, they only put a "0." For #13 in turbotax, should I leave State blank and then "0" for the payer's state ID? Here's a pic of that section.

I'm assuming you did not have any state taxes withheld. If not, I would not enter anything for the state nor the state ID box 13. Although, it has a zero listed, I would leave it blank. You will need to leave XXX in the locality box.
