The IRS website shows my 2022 info as unavailable. I am unable to get a representative on a call ( held for hours and was then disconnected). How can I pay my taxes?

You can pay your taxes directly through the IRS website, you don't need an IRS account nor do you need to call.   IRS-Payments.   Click that link to be taken to the payment options.    If you owe state tax, you can pay at your State's DOR.
