The IRS allows taxpayers to electronically file a maximum of 5 federal returns with the same phone number. I only have one return. Why is this happening?

I can't e-file.  I only have one return but according to turbo tax it can't go through because it claims I've sent 5.  What is wrong?

Try changing the phone number and/or email in the last screens in the FILE section.
