The 2018 Turbotax free edition starts to charge the session of "Other reportable income"?

I was trying to enter the China-US tax treaty for resident aliens but it won't allow me unless I upgrade. 

I don't unless why I shall pay $40 for just that function...

Miscellaneous Income can only be entered on a Form 1040 Line 21.  The TurboTax Free edition only supports IRS Forms 1040EZ and Form 1040A.  If you do not want to upgrade to the Deluxe edition or higher for the Form 1040 then you will not be able to report the income using the TurboTax online editions.

Depending on your Adjusted Gross Income you may be able to use the TurboTax Freedom Edition which is a full featured program on a different website than the TurboTax online editions - https://turbotax.intuit.com/taxfreedom/

The Freedom edition should be available in mid-January.
