Tax Year Prior to 2020: Can I claim someone as a dependent if they didn't live with me?

Can I claim my little brother as a dependent if he didn't live with me?

He was living in Mexico throughout the year of 2018 with my grandparents. Even though he was living in Mexico I supported him by sending money on a monthly basis. He is a US Citizen.

Yes, if he otherwise qualifies and you paid over half of his support (including shelter, food, healthcare, transportation, education, clothing, etc.).  Please see this on Who Can I Claim as a Dependent .  Also, see this on criteria for a Dependent Not Living With You.    As you go through the TurboTax software, there are very specific questions about dependents as well as blue text links that may be helpful to answer those questions.
