Tax Return After Leaving USA

I am British and was in the US for a few years until Nov 2018.  I completed tax returns for all years while in the US including 2018.

I have now left the US and have spent zero days in the US in 2019 ( I had zero US earnings in 2019 except for a small amount of bank interest).

Do I no longer file tax returns going forward (or) do I need to submit a form to say that I no longer intend to file tax returns going forward as I no longer live in the US and am not a US citizen or green card holder?

You need to just stop filing US tax returns if you are not a green card holder or a US citizen and you are no longer living in the US.  You do not need to submit any form.
