State Taxes Withheld on 1099-R Blk 16 Distribution

My 1099-R was from a non-qualifying military retirement account where I paid $1,500 in taxes (Blk 14 taxes withheld) and there was nothing in Blk 16 - Distributions.  What do I enter in Blk 16?  Your program does not accept zero and must be equal to or greater than $1,500 to not give me an error.  No retirement distributions were transferred to an IRA or Roth.  I'm 67 years old and my total State taxes paid were ~ $7,500.  What is the correct amount that needs to be entered in Blk 16 and how does Blk 16 affect my overall tax liability for both State and Federal?  This was not in TurboTax the previous tax year!  Thanks.

If you have withholding in box 14 then enter the same amount for  box 16  as in box 2a. If box 2a is blank use the amount from box 1.
