State Taxes not Withheld on W-2

My W-2 has boxes 15 and 16 filled out but box 17 is blank. My paychecks do not have any state tax withheld. Do I need to pay any state income tax or should I file the state tax return stating that the amount is $0?

Leave boxes 15 thru 20 blank (empty) on the TurboTax W-2 if you lived or worked in one of these states.

What your W-2 is telling you is that your employer did not withhold any state income tax.  That doesn't mean you don't owe state income tax.  You should complete your state tax return (assuming you live in a state that has an income tax) and determine if you owe any tax.   If you do, in addition to paying the tax, you should contact your company's payroll department to determine why they did not withhold any state tax.

The state I live in does have a state income tax, which is a flat rate. This is why I'm confused about what I should do.

You need to enter the W-2 form as listed since you have a state income tax where you live. You will not get credit for any tax paid in from your wages to the state, but you need to list the income as it may be taxable in your state.
