should monies returned last year secondary to over-payment of estimated taxes be considered a refund on this years taxes?

isn't this just a return of my own money?

A federal refund will never be taxable or reported anywhere on your tax return.

 

A state refund could be considered taxable income on your federal return, but only if you itemized your deductions that year.
