It's not Turbo Tax.  After they submit your return to the IRS they are done with their part.  The IRS doesn't update or tell Turbo Tax about your return.  Turbo Tax just gives everyone a refund date of 21 days.  But it is taking the IRS longer this year.

Did you efile?  Was it Accepted?

Did you go all the way through the File tab, through the 3 steps and hit the big orange Transmit Returns Now button?

How to check your efile status

https://ttlc.intuit.com/turbotax-support/en-us/help-article/electronic-filing/check-e-file-status/L9XhHDPtD_US_en_US

When you efile you get back 2 emails.  The first email only confirms the transmission.  The second email says if the IRS (or state) Accepted or Rejected your efile.  And check your spam folder for them.

When you log into your account you should also see the status and if it was Accepted or Rejected, Started, Printed, Ready to Mail, etc.  What does it say?

If your return was Accepted then check IRS Where's my refund

https://www.irs.gov/refunds/

If you efiled, In the PDF of your TurboTax return, the last page of the federal return should be an "electronic postmark" that shows your name, Social Security number, the date and time that you e-filed the return, and the date that the IRS accepted it.
