Should I still need to file W2 form if I didn't have income in 2024?

I have a couple of questions regarding W-2 filing requirements for the year 2024, and I would appreciate your guidance.

  1. If an employee in the U.S. does not receive any payments from the company in 2024, does this imply that there is no income to report, and is it necessary for the employee to file a W-2 in this case? If needed, Should I put "$0" in all boxes?
  2. If an employee has incurred business-related expenses and was reimbursed by the company, would these reimbursements need to be reported on the W-2?

If you do not have a Form W-2 then you should not report one (i.e. do not enter a W-2 with all zeros) on your tax return.  Reimbursement by an employer for legitimate business expenses (e.g. mileage, office supplies) are not taxable and do not have to be reported.

If you were an employee and incurred out of pocket expenses related to your job, for which you were reimbursed, then why would you not have a W-2?  Was this a new job that you started at the end of the year?
