Should I send my rejected 2017 return to the IRS? I do owe and filed with turbo tax, but I kept getting rejected.

It might be prudent to do so. I think you meant your 2018 return, by the way. You may mail in the return and the payment. As long as it is postmarked before end of day tomorrow, it will be on time.
