If you are filing the return on behalf of someone who is deceased then yes. I am sorry for your loss. You can still e-file the tax return and mail Form 1310 separately or you can mail the form in with the tax return.

No, you do not need a copy of the Death Certificate mailed in. Here is an extract from the MA Form 1 instructions.
"...enclose Form M-1310, Statement of Claimant to Refund Due on Behalf of Deceased Taxpayer, with the refund claimant’s name and Social Security number clearly printed."

Form M-1310 cannot be e-filed. You will need to prepare the form and mail it in with the completed Massachusetts return. Once complete, the mailing address is: Mass. DOR, PO Box 7000, Boston, MA 02204.
You said to mail in the form M 1310 with the return. Turbotax says I can electronically file my Uncles return who passed away. I assume I send in the M 1310 separately but the electronic filing will be processed before the M 1310 is received I would assume.

You can't upload your documents showing you as the responsible party to receive the refund. A tax return is filed and accepted into the system but processing is months to years before it is closed. Governments have their computers do a quick check and send refunds but that doesn't mean they are done with you.
You can mail forms with tracking - no signature required to be sure they arrive safely. Keep copies of everything for your records. Mail copies when you can because those types of documents are often lost in processing. Some people have had to send those records multiple times. I am sorry for your loss.
