It depends on more than just your adjusted gross income (AGI). Generally if your income is zero and you didn't have tax withheld, you don't have to file a return and you won't get a refund if you do. However, there are a few exceptions to that.
If you income is greater than zero and you AGI is $0 because of deductions, you might need to file a return to show why you don't owe.
If you have self-employment income, Form 1099-NEC, or 1099-K greater than $400, you need to file a return to report your income and expenses.
