Should CO taxes due be less? We paid $6710 in CO state taxes. Total CO state taxes totals $6950. Turbotax says we owe $339 but isn't the amount $240?

Is there a penalty?

...or use tax (line 14 )?  OR voluntary Contributions (line 28)?
