Should an under payment for state tax I made in 2019 for 2018 state tax, be considered "2018 state estimated taxes paid in 2019"?

For Online Software users.....You should be able to find that entry in the "Income Taxes Paid" category further down in the menu.  When you go in there, there is an entry area for

......"Balance due on your 2018 state taxes paid in 2019"  ....which appears to be what you are asking about.

No, it is not an estimated payment towards 2019.  It is only a state taxes paid which can be a deduction on your federal return schedule A if you itemize deductions.
