This error can occur when paying with a US credit card and including the MAX bundle add-on.

Good lord, this bug still exists. it's been 3 YEARS. Dudes, fix that [removed].
It can also happen if you are using a foreign address for a US credit card.
Not working for me, either. I live overseas but want to make these payments with a US credit card. I was able to do this in the past, which is intriguing considering the posts here.
Living overseas and trying to pay with our US credit card. Getting this error which, based on these comments, is a know but unfixed issued. This has not been a problem in the previous 7 years, but we added the MAX bundle this year. Apparently that's a problem.
Um, if you won't let me file my tax return without paying, and you won't let me pay...
